I don't know about TN but when we lived in FL we tried to do the same
thing. They will let you sell the car for whatever price you want, but
they will charge tax on the Blue Book value of the car. So the person you
are trying to help ends up paying more anyway. But we never had anyone
confiscate our title and make us apply for a replacement.
