Please I have a question for you.

Background: A friend of ours has no means of going to work. We decided to
sell our car to her for $1.00 (one dollar).
A lady at the Court House refused to issue her a new title because the
price is $1.00 (one dollar). In addition, she took the old title from her
and told her I have to apply for a replacement title, which is not free.

Question: Is it against the law in TN  to sell a car for a dollar?
