November 13, 2002

Chairman Watson called meeting to order by thanking everyone for his or her
presence and hard work that had already been done on the NCAA Certification
Self-Study report.  The minutes from April 24, 2002, May 29, 2002 and
October 30, 2002 were approved.

Dr. Watson asked Dr. Jones to present his subcommittee report on Academic
Integrity.  Dr. Jones stated that there was a problem with retrieving all
the information needed for section 2.1 due to high turnover in the
athletics department.  Some records that are needed to complete section 2.1
cannot be found; however the subcommittee has contacted the clearinghouse
for copies of the records.  Dr. Jones had been told that the copies should
be in soon and that section could be completed.

Dr. Jones did state that sections 2.2 and 2.3 are ready for submittal.  Dr.
Watson took the hard copy of the report and asked for the files to be
e-mailed to him for word processing purposes.

Dr. Watson said that Paul Parker, representative for the NCAA, had
responded to a question the Steering Committee had concerning the response
of the evaluation from the first cycle (1996).  Mr. Parker stated that if
some of the recommendations were not continued it was all right as long as
the Steering Committee admitted the problem and took measures to correct
the problem.

At that point in the meeting Missy Breeden handed out to all subcommittee
chairs a copy of the 1996 Peer Review report.  Dr. Watson said that all
recommendations that the Peer Review made could be found in the Self-Study
plan, but please check for accuracy on all points.  Dr. Ingram,
subcommittee chairperson for Equity, Welfare and Sportsmanship, stated a
need to have the response from the University as to the Peer Review report.
 Missy Breeden said she did have that and would distribute those to the
subcommittee chairs the next day.

Dr. Fred Obear stated he had just returned from a self-study review in
North Carolina.  He said they had used their previous self-study review as
a preamble to the report.   Dr. Watson reiterated that any recommendation
that had "fallen through the cracks" should be addressed in the
Recommendation section and in the section report.  Dr. Watson had asked
Paul Parker which report set-up is preferred by the NCAA, all up front or
in each section, the conclusion was that it really does not matter as long
as all the information was there.  Set-up was irrelevant.

Bill Miller stated that Steve Sloan wants to have control with outside
programs (Blue-Gold Club, Old- timer's Club, Basketball club, etc.).  There
have been no problems in the past with these outside programs, but the new
Athletic Director wants to insure this trend continues.

Bill Miller asked if Missy Breeden could work with his subcommittee, Fiscal
Integrity, to help meet the goal of having the report complete by the
deadline.  Dr. Watson said that is Missy's job to help anyway she can.

Bill Miller had also come across a problem with the final audit not being
approved by the state due to the state's lateness.  Dr. Watson asked Mr.
Miller to send him an e-mail explaining the problem and he would contact
Paul Parker with the NCAA.

Dr. Watson commended Dr. Fanning's subcommittee report on Governance and
Commitment to Rules Compliance.  Dr. Watson had gone over the report and it
looked in good shape.

Dr. Watson then spoke about the subcommittee reports and how they should be
turned into him.  Dr. Watson stated that he would be rewriting the report
in a narrative manner and then give the report to Eileen to write.  Once
typed, the report will be given back to the Steering committee to look over
perhaps by e-mail to make changes.

Question was brought up.  What would constitute a NCAA Certification
failure?  Dr. Watson answered a failure can happen if the entire campus and
community is not involved in the process of certification.

Dr. Watson does not want to upset or offend anyone due to any changes he
makes on the reports.  He only wants to get the info on paper and cut down
on committee meetings.

Mr. Miller asked what would happen once the review is put out for
recommendations from the student body and community.  Dr. Watson stated
that the report would be amended to reflect these new recommendations.

Dr. Watson reminded everyone that the Self-Study does not evaluate specific
decisions of the Athletic department, but the process of the decisions.
Dr. Watson spoke of the Self-study being placed on the UTC website with a
link to Missy Breeden's e-mail to compile recommendations.

Some issues of the Self-study were discussed:
1.      Operating Principles are typed in the report so everyone can see
2.      Information Location - Place in report so Missy Breeden can double check
to make sure    info can be found.
3.      Additions in report. - Expanding on info given and expanding on examples.
4.      Style - Eileen is free to write the report in her style, but will not be
able to change
      content.  Dr. Watson suggested using a blank page to show additions
(Appendix) that
      cannot be e-mailed.

Dr. Obear stated that the peer review committee would send an agenda a
couple of weeks before their arrival stated who and when the committee
would like to meet with individuals.

Dr. Watson asked for Old Business.  Missy Breeden stated that there is a
Steering Committee meeting scheduled for the day before Thanksgiving
(November 27th).  She wanted to bring that to everyone's attention in case
it needed to be changed.  It was decided to keep that date.

Dr. Watson asked for New Business.  Missy Breeden stated that she was
working on hotel accommodations for the Peer Review Committee since they
would be in Chattanooga during Riverbend.  With that said, Dr. Watson
reminded everyone about the next Steering Committee meeting which will be
Wednesday November 20, 2002, at 3:30pm in the Chancellor's Conference Room.

Steering Committee meeting was then adjourned at 4:55pm
