TCP/IP loopback errors

I'm getting errors on any loopback sockets.  E.g. a UDP sendto gets
EHOSTDOWN, ping to self (using valid IP address) gives the error
"Destination node does not exist: error # 4: Unknown node", trying to FTP to
self gives "connection refused."

Socket connections to it from other systems work okay and it can also
connect out.

So, it's just loopback connections that aren't working.

What needs to change?
