I've got a suggestion.  Not sure if this will work, but it is worth a shot.

I don't know about forms and reports, but the newer "Jet 3.x/4.x" drivers
for data access have backwards compatibility flags that allow you to deal
with data in the old 2.x/3.0/3.5 formats.  (When you create an MS Access DSN
in Control Panel|ODBC, the compatibility flags are either in that create
dialog, or in an "Options" subdialog.)  Access 2.x was a big step up from
the 1.0 version.  The 2.x version should be able to migrate a 1.0 file to
the 2.0 format.  Then, perhaps the 2.0 format will be more readily
opened/accessed/migrated by newer versions of Access.  If you can find a
copy of Access 2.0 lying around, you might try using it to migrate the file,
then open this migrated file in your newer Access version.  (To repeat
myself, I don't know how portable reports and forms are, so this may or may
not work.)
