Is there a way to use the cat command to append an existing file to the end of a temporary file?

I have a permanent file that I'm trying to append to a temp file like this:

cat FFILE >> TEMPFL

it does not seem to append to the MPE/iX file once I leave the shell.

Is there a way to do this?

I'm on 6.0
