That's pretty much what I did.  I created a small cobol prog that prints blank lines 132 characters for page one (10 blank lines) we saw the delay.  On pages 2 and 3 changed to only have one character for the blank lines.  The printer on  pages 2 and 3 did not have the delay.

It seems like the printer is doing mostly what you say.  It evaluates the line, has nothing to print so does nothing.... however, it does not appear to do the line feed for each line.  It seems like it keeps track of how many line feeds it needs and then when it sees the next printable line, does all the line feeds at once.

If anyone would like to test this, I'll send my cobol source that you can compile and run to see what occurs....

Also, the printer is serially connected through a DTC.
