Actually, the user does not need PH to link a program with PH, again
according to the documentation I linked to earlier.

The USER would need PH capability in order to LINK a program with PH. But
running it only depends on the program's group capabilities.

I do not believe that is correct. A user does not need PH capability to
load and run a program linked with PH. The only time when the person
running the program needs PH is if the program is a temporary file.

What capabilities does your user have (:listuser command)? If the user
is missing PH that could explain the problem. I think the user is required
to have PH if the program is linked with PH.
