 I fail to see how the following statement:

"There also may be fear that once the nuclear genie is out of his
 bottle, other countries could be tempted to use their nuclear
 arsenals."

in any way indicates that the writer was indicating that the US is a
superpower. Concern that some of the countries of the world may start using
their nuclear arsenals is more of a human survival trait - one which comes
about whether a country is  third-world or superpower.
