Help: PINGing IP Addresses

On my networked PC connected to the HP3000 via Reflection (8.0) I can ping
all my ip addresses in both directions (pc to 3000 and 3000 to pc) :

219.109.182.182 (the HP3000)
219.109.182.183 (the PC)
219.109.182.184 (HP Laser Jet printer #1)
219.109.182.185 (HP Laser Jet printer #2)

However, when I try to open any of these four ip addresses in FTP I get the
error message:

ftp> open 219.109.182.183
Cannot connect to host: 219.109.182.183  (FTPERR 9)
Connection refused (SOCKERR)
ftp> exit
