My in-laws live in a little town in South east Utah called Monticello between Moab and Blanding.  Pretty place, good fishing.

They tell me they have less than 80 days of water left.  I am not sure what happens after that.  If they had more population they would have more of a shortage.

I believe that not too many miles away is the Colorado river that flows into lake Powell.   It is my understanding that water has already been sold to California.
