If you are contracted to get HP 30000 servers from a company then they
should be able to provide you with the software options you need. When you
buy a 3000 from HP all of the software comes as purchasable items, even if
the price is $0 it is a purchasable option. You should work with the
provider of the 3000 to arrange your HP/MPE software needs. If you are using
an outside DR company, like SunGaurd or Comdisco, they should have all the
licensing taken care of on their end. This is of course if you contract for
it.

I never had any problems with 3rd party software while testing DR but that
is not to say that is the norm. (Many of these vendors are the same ones
that consistently receive kudos from the listers for their service.) 3rd
party software vendors do not seem to have standardized on a DR usage
policy. This means that you need to gather the DR policy information from
each vendor. I kept this information as part of the DR Plan that went
offsite.

Some of the stories told about 3rd party software vendors in this thread are
horrifying. A DR plan is no longer just a "nice thing" to have. A DRP is an
essential part of doing business and as such all of your suppliers must be
partners in your efforts to ensure business continuity. Do not be afraid to
threaten to drop a vendor if they cannot accommodate your DR needs. Tell
them that you can not plan your disasters to occur only during normal
working hours. (What if there is no disaster and its only their software
that goes south at midnight? Can you call them?) Tell them that your support
dollars should include use of their product at a DR site.

The opinions expressed herein are my own and not necessarily those of my
employer.
