No, not true...
Here is the default operation with out NSSSWITCH:
- No Reslvcnf - "Host is used"
- Reslvcnf and DNS responds with a positive result - "Host is not used".
- Reslvcnf and DNS responds with a negative result - "Host is not used".
- Reslvcnf and DNS does not respond - "Host is used".

in the case of:
- Reslvcnf and DNS responds with a negative result - "Host is not used".
NSSWITCH can be configured to change this behavior.
