I'm afraid I have to agree. The statement does not stake out any new ground.
Another survey? Enough already. To paraphrase the famous dialogue from a
movie, "We don't need no stinkin' surveys".

To what is left of CSY: Just take the article by Interex Board member Denys
Beauchemin as a starting point and compile a list of questions and scenarios
from HP3000-L. There you have it, a list of issues that need to be
addressed, many of them independent of whether you favor migration,
homesteading, OpenMPE, etc.
