My question applies even in a situation when there are neither temporary
files nor new files aborning of any significance if at all.

Perhaps this snippet of :HELP REPORT will answer all questions.

The information includes usage counts and limits for
     permanent file space (in sectors), CPU time (in seconds),
     and session connect-time (in minutes).  The file space usage
     count reflects the number of sectors used at the time the
     REPORT command is issued.  Note that it does not account
     for disc space taken up by root, account, and group directory
     files, any directories and/or files that are not descended
     from an MPE/iX account, label tables, transaction management
     logs and other internal system objects.  CPU time and connect
     time usage appear as they were immediately before the beginning
     of the current session.
