There is an open source project that does all sorts of character
conversions, either in C/C++ (http://oss.software.ibm.com/icu/) or Java
(http://oss.software.ibm.com/icu4j/).  You should be able to get at least
the Java version running.  I haven't used these, so I don't know how easy it
would be.
