Poor file transfer rate on the 979KS/400

As a test of file transfer rate, I am transfering a database from one volume set to another on different scsci cards (FW)  From 8 discs 9Gbytes 10000 rpm FW to 4 discs 7,800 rpm 4.5Gbytes drives.  The transfer rate is about 5 Mbytes /s  and 3.95 Mbytes/s the other way around, I was expecting at least 10 - 15 Mbytes/s sustained.

I have 3.84 Gbytes of ram memory.

Why am I not getting a better performance.
