I believe that the WPA (Whistleblowers Protection Act) is indeed protection
for federal employees but it has been expanded a bit by the feds.

The Department of Labor has protection for retaliation for those who report
safety and health hazards

A Google search shows a yearly effort to expand the WPA to the private
sector.
