Since all HP employees received this memo first hand we can all
attest that there was something lost in the translation.
The actual statement (that I have right in from of me) is
"to the fullest extent of HP policy".

Subject: HP exec feels 'violated' by voice-mail leak
From ComputerWorld:
http://www.computerworld.com/storyba/0,4125,NAV47_STO70061,00.html
"Not only do I feel personally violated, but it is illegal and damaging to
the company and your fellow employees," Wayman wrote. "We are vigorously
investigating this breach along with others that have occurred in recent
weeks and we intend to prosecute these matters to the fullest extent of HP
police and applicable law."
This *must* be a typo. The HP police? I can't believe that.
Even so, am I to understand the message: No dissent in the boardroom? No
dissent in the lunchroom?
