Say what? 3.3V is *completely* standard. Three of the 20 wires on the
20-pin ATX power connector supply 3.3VDC. The last time 3.3V was
"non-standard", at least to the extent that it was optional instead of
required, was version 1.1 of the ATX specification, which was
obsoleted 6 or 7 years ago.

If you're referring to the Aux power connector that supplies
additional 3.3V and 5V lines, that is also completely standard; it is
optional, but the ATX specification identifies it as "recommended" for
motherboards with power requirements in excess of 250W.
