The COPY statement is part of the ANSI COBOL specification, and thus
guaranteed to be present (at least in some form) in any ANSI COBOL
environment. 

INCLUDE is an extension supported by HP and some other compiler makers.

Seems like there is no difference between $INCLUDE and
COPY statement when it comes to Practical purposes.

Does anyone has comments on this. Or disagree with me.
