There is a REPLACING option to the COPY command which is not available with
$INCLUDE.  It is rarely used.

With $INCLUDE, each included part is kept in a separate file and so its
modification date can be tracked for use with 'make' or for other purposes.
Standard file version tracking with RCS or similar utilities is much
simpler.
