I use TweakUI, a utility provided by MS.

On the General Tab (there are lots of tabs) there are several check
boxes.

Combo box animation
List box animation
Menu animation
Menu fading
Menu selection fading
Tooltip animation
Tooltip fad

And the one I think you are looking for>

Subject: [HP3000-L] OT: Windows NT 4 turn off shrink/grow

Does anyone know how to turn off the fancy Windows feature that makes
window appear to smoothly shrink and grow as they are minimized,
maximized,
restored, etc?  I have looked in control panel and programs/accessories.
