To state it in a different way, stm was apparently built on a system that had
the Draft 10 Threads libc. This creates a dependency on various Draft 10
Threads functions that libc expects to have in XL.PUB.SYS.

The system that Donna installed this version of stm on apparently lacked the
Draft 10 Threads stuff which means the expected functions were missing from
XL.PUB.SYS. Donna alluded to a weird patch environment on her machine, so
maybe she can explain in greater detail what was wrong and what she did to fix it.

The same unresolved externals will show up if you develop stuff on the invent3k
machine and then try to run the resulting code on a different machine with an
earlier version of MPE.
