Too much programming can get you hung up on literals...... :-(

There are many interpretations....

The wheels (ROTAS) at/by/with/from work/works/effort/efforts (OPERA)
holds/retains (TENET) Arepo (a proper name, AREPO) the sower (SATOR).

Possibly getting his cart out of the mud by acting as an early form of
limited-slip differential, though the Latin for this does not actually
appear here.
