MPELXP2(B)  GS - ACTIVATE Intrinsic Incorrectly Allows Activiation Of
The Root CI.

not sure if this fits your problem (pls. make sure to check with
your RC), but I remembered that there is a patch for ACTIVATE on
6.5.
