Correct. As explained in the ICS Help:
"By enabling Internet connection sharing on a connection, the
Internet connection sharing computer becomes a Dynamic Host
Configuration Protocol (DHCP) allocator for the home network."
If DHCP is not an option, you have to use NAT on a Win2K Server box
(ICS works on Win98SE, WinME [I think], and all versions of Win2K and
WinXP) or some other box.
A typical setup for small home/office networks is to run ICS on the
box that is already the DHCP/DNS server.
