"Connection refused" means that
 1) The target machine (i.e. address) was successfully reached
 2) Nothing on that machine was listening at the port that was the
target of the connection attempt

Use NETTOOL (SOCKINFO? Something like that...) to verify that there is
a listener on port 21.
