Mainframe software is notoriously expensive. OTOH, the opportunity to try
something, and to even have a pilot project, using for instance OSS on
OS/390, with only the internal costs of the effort, are pretty attractive.
At these prices, some folk want proof that it can be done, and that their
people can do it, before they buy software or support for free software.

I suspect that the sort of people who have zSeries boxes to run Linux on
