If I understand you correctly:
internal 9 gb disks are bundled in system volume set.
external 18 gb disk.
1. You cannot mirror anything with the CURRENT installation.
2. If you want to mirror s.th. you have to use the 18gb external as Sys_Vol
(by using only 4 gb) and to mirror the two internal 9 gb disks in a private
volume set. This doesn't make sense I'd like to say.
3. By purchasing a 2nd external 18 gb disk you can mirror these.
Mirroring is only supported for the same type of disks, and definetly NOT
for the Sys_Vol. Here it's recommended to go for an high availability H/W
solution like RAID disks.

Subject: [HP3000-L] a400 MPE/iX7.0 reinstall or reconfigure
we have a new a400 that camed with 2x9GB internal disks and an extension
18GB. But MPE takes both 9GB drives in one volume set and we want to use
the second 9GB drive as a stand alone volume and use it separately. MPE
was preinstalled and I don't have any kit so i'll have to use a CSLT
reinstall. We ordered Mirror iX for later use and it's installed in the
system but i can't figure out if the second 9GB disk is a mirror of the
first. if so, could i replace the mirror and use the drive as i want? if
anyone did this please let me know
