Yesterday, I posted an incorrect answer.  On MPE, if you change the IP
address of a Network Interface (NI) you must shutdown and restart that NI in
order for the change to become effective.  This is accomplished with
NETCONTROL SHUT;NET={NI name}, followed by NETCONTROL START;NET={NI name}.
Sorry for the confusion, Peter.  I leave it in your capable hands to draw a
comment or conclusion or parallel with other operating systems.  :)
