A web page is just like block mode, the idea for data entry is that it
is supposed to be done fast.  A web page would work fine depending on
the amount of validation going on, some can be done in the web page,
especially with PHP, but if you want to do form level validation, then
you've got a server back and forth which can be time consuming.  So it's
all in the design, but it is an acceptable way to go.
