The reason ABORTJOB requires resources is that it does an orderly shutdown
of the process, properly closing files, etc.  That is one of the reliability
features of MPE.  Aborting a job will not physically damage your database,
for instance.  Glance was never part of FOS.  It is a product which is still
available.
