Bingo, Richard.

Since we have MPEX, checking all the datasets is only a bit more work than
checking only root files; that will do for a workaround.

Now I wonder, does CSY recognize this as a bug?

My understanding of what I've read about PARTIALDB is that using it should
cause STORE to ignore its Image integrity checks, including the DBOPEN.
