There is a lot of precompiled open source and free software available
from <http://hpux.cs.utah.edu/> and other mirror sites.
They provide both a compiled package as well as the source package
(with whatever tweaks were needed to make the thing compile on HP-UX.)

I don't know about SSL and S/MIME support but Apache is there.
