6.5 upgrade and FTP server problem

We just upgraded to 6.5 and since then we haven't been able to FTP
into the 3000 from an NT box.  We modified the INETDCNF file by
adding the following line:
 "ftp   stream tcp nowait MANAGER.SYS /SYS/ARPA/FTPSRVR ftpsrvr"
but are still unable to connect.  The error message we receive
is "Connected to xxx.xxx.xxx.xx", and the following line
states "Connection closed by remote host".

Has anyone experienced this after loading 6.5?  Does anyone know how
to resolve this issue?  Any help would be appreciated.
