John,

        I believe there are three things at work here.  One is the hardware clock,
which should be set to GMT but does not appear to be on your system.  Two is
the "software clock", which is really an offset of the hardware clock.  Your
offset is 7 hours 29 minutes which gives you the correct wall time.  Third
is the time zone which does not directly influence your hardware or software
clock but I believe it influeances the behavior of some time function
intrinsics in programming.

Here is a strange one to add to the usual discussion of clock behavior that
surrounds the Daylight Savings Time switch:  I did a SHOWCLOCK and received
the following:

SYSTEM TIME: TUE, OCT 30, 2001, 11:43:21 AM
CURRENT TIME CORRECTION:            0 SECONDS
TIME ZONE:    8 HOURS  0 MINUTES WESTERN HEMISPHERE

All is well, it seems.  The system time is correct and we are in the Pacific
time zone, so the offset is correct.  However, when I run SHOWCLKS, I see
the following:

As you can see, the actual offset appears to be W7:29.  It would seem that
there is more that goes into the system time calculation than the timezone
offset.  The usual trick of changing the timezone, canceling the correction,
and setting date and time doesn't work; it still maintains the same interval
between GMT and system time.  Is this just a bug in SHOWCLKS, or is the
hardware clock really off by 31 minutes?  What will it take to correct this?
