Thanks to everybody who responded to my email.
My special thanks to <A HREF="mailto:[log in to unmask]">[log in to unmask]</A>   for his advise, because that worked
like a charm.

Here is the solution:

<<ftp the file to a name like o12345.tmp, and once the transfer is complete,
use the ftp rename command to remove the .tmp file extension.  Have the VB
program ignore any files with the .tmp extension.>>
