No.  A memory leak would basically affect only the process involved.

With one exception: if a process has a sufficiently large (*unusually
large*) NMSTACK and/or NMHEAP, it could eat up most of the transient
space available on disk ... but that would have required deliberately
specifying a ridicuously large NMSTACK or NMHEAP at link time, or
run time, or in SYSGEN *and* that the program eats up the space.

BTW, stacks and heaps on MPE/iX can be *WAY* larger than on HP-UX, IIRC.
