The HPSYSJQ job queue on our 989/450, 6.0 pp2, shows 3998 jobs executing,
and is not allowing any new jobs to run. Is there a way to reset this value
with out rebooting the system?

There's no way to fix it without a reboot, but to prevent it apply this just
release GR patch.
MPELXV2 with the following fix:
Multiple Job Queue TOTAL counter getting out of sync
This can happen if a job fails to logon because of not being able
to collect required resources (like a spoolfile, or a logon home
group).
