James - Since LDEV #2 is a private volume, you should be able to just
turn it off while doing your restore.  We did a similar thing on a
system I had, and it worked just fine.  It'd be something similar to:

1. Leave LDEV #2 powered off until you're certain you need it again.
2. INSTALL the system to LDEV #1 using your last home-made CSLT
3. Do a RESTORE;DIRECTORY -- hopefully you were using STORE with the
;DIRECTORY *AND* the ;ONVS= options
4. Restore all your data from the full store and ignore the repeated
errors about LDEV #2 being down.
5. Check and see if your system knows about the private volume on LDEV
#2 -- it should.  If so, power it up and VSOPEN it.
6. Try accessing LDEV #2 data -- you should be able to.

If you weren't using the "ONVS=" option with the ";DIRECTORY" option,
then you'll have some work, because only the master directories were
backed up.  You'll need to manually re-create the missing entries on
LDEV #2 -- requiring fixing caps and access masks later -- but then you
should be OK.  (Someone on the list can correct me if I've made any
mistakes.)

I need to re- install MPE on LDEV1 without in any way
impacting the data on LDEV2 and in such a manner as to be
able to mount LDEV2 as a private volume after the system is
recovered.  Now what I need is a short hand guide to the steps
to do this starting with a current CSLT, a full backup that is
seven days old, and all current data on the LDEV2.

Having booted from the CSLT I presume that I have to do a
install but I don't want to do this until I am absolutely sure that
I am not going to fry the data on LDEV2.

Once I get the system up, using Store and Restore is still
within my limited degree of competence.
