This might not apply here, but I have seen Apache setups giving
poor response times because they were configured for "reverse
lookup" (to write client node names to the logfile instead of
just client IP addresses) with either slow DNS name servers or
even bogus/incorrect ones being configured in the reslvcnf file.
However, this type of "slow response" should happen not just for
CGI scripts/programs, but also for static web pages.
