I believe the best place to report internet fraud is the FBI's Internet Fraud Complain Center (referenced earlier by an HP3000-L contributor as having the link to the report-a-terrorist link):

Subject:        [HP3000-L] OT: Already a Web Scam on the WTC disaster?

Interex just received the following email. Hard to say if it is:

Scam, Sincere, or just a bad taste in marketing?  I am leaning toward
scam.  The site does not say much.  I certainly would donate directly to
the United Way (http://national.unitedway.org/index.cfm) instead of the
below site.  There seem to be many places to report such possible scams
but is where is the best place to file a potential scam?  Preying on
emotions just doesn't cut it.  Your thoughts?
