You can use OpenSSL from http://jazz.external.hp.com/src/hp_freeware/openssl/
to do the public/private key encryption of the file.

Now that your file is encrypted, you could just use standard FTP.ARPA.SYS to
transfer it without worrying about the data being intercepted.

But if you want to be extra paranoid, you could install the HP WebWise MPE/iX
Secure Web Server to let the remote site "pull" the file from you over an
encrypted https connection.
