I would definitely treat it as a single volume set of 4 volumes.

This would offer you more useable disk space, since there is one disk pool
instead of two (Actually two instead of three, since you need the system
volume set).

The mirroring offers adequate protection against disk failure. It's not
really necessary to rely on this benefit afforded by volume sets.

Of course, I am assuming that you are using software mirroring here (you
did mention mirror/ix). If you are using hardware mirroring (nike model 10
or 20, or autoraid 12h, or xp series), I would NOT utilize  volume sets at
all (apart from MPEXL_SYSTEM_VOLUME_SET).
