I have done an INSTALL many times from an SLT tape created while the
network is up - absent negative consequences.
In fact, I encourage my customers to create SLT tapes regularly -
especially those that use 3rd-party backup tools that are incapable of
integrating an SLT with the backup files on a single tape.
And nothing discourages creation of an SLT more than the requirement that
it be completed while the network is down.
