I'm guessing that the tftp service is enabled in /etc/inetd.conf, but you've
never created the associated USER.TFTP user.  So inetd is unable to spawn a
tftpd process in response to receiving a tftp connection attempt.

Things that would be trying to tftp to your e3000 are likely either JetDirect
interfaces or hackers.  You might want to determine which.  ;-)
