Cannot connect to host:  (19.1.1.21)  (FTPERR 9)

Please note that connecting from any system fails.  The IP address is the IP
address of the system that I'm running FTP on in the example so I have to
rule out a network problem (right?).  Outbound FTP works fine.  No
configuration changes have been made.
