But unix in general hasn't always had a "SAM" like tool,  that is fairly
recent in the life of UNIX... done in part because UNIX is difficult to
learn all the various options, nuances, etc.

As for SYSDIAG, with MPEiX 6.5 we have the same "basic" tool as HP-UX...
STM.

The value of the  ":HELP" command should not be down played for MPEiX,
for individuals trying to learn how to use MPEiX, or perform system
administration duties,  the "HELP" command is far more useful then the
corresponding "MAN" references for UNIX.
