It's been a long time since I've used EDIT3K, but I think you're using .1 to
renumber, but your file has some other DELTA  value for the increment
(probably 1).  You can see the DELTA value by using VERIFY DELTA.

So, determine the DELTA value of the file and then G ALL BY that value, or
SET DELTA=.1 and then G ALL BY .1
